Great points Herbert. The Federalist Papers give a lot of insights into the debates about the Constitution. With the battles they faced they did a pretty remarkable job, They could not oversee the the level of corruption that would override so completely the checks and balances. Not to mention they had to placate their own oligarchs (the landed gentry and slave owners of their time).
