Indeed. It is a republic and a poorly functioning one. Even in ancient Athens, democracy meant that only wealthy land owners could participate. To the Greeks philosophers democracy produced "mob rule". Much like your French solution (when neighbor turned in neighbor for execution and they ended up back under a dictator) democracy is much more difficult than a republic. It is worth noting as well that actually very few royals actually lost their heads in the French Revolution. Be careful what you wish for.
