Yes, but back then Presidents pretty much said and did what their staff told them (and Reagan was a good actor). Even Trumps supporters know he is lose cannon. The global bankers and industrialists (many of which were American), not to mention his generals, thought they could control the last Reich, and we have the same hubris today.
